1.	Improvement of Health condition	Emphasis on establishing health posts and hospitals Attention in environmental sanitation Focus on nutritious and balanced diet Effective implementation of maternity-infant health program
2.	Emphasis on Education	Provision of free education Creation of environment of compulsory education to all the children Provision of adult education, women education, etc to the people who are deprived of formal education.
3.	Improvement in economic condition	Emphasis on development of agriculture, tourism, cattle rearing, etc. Focus on the development of infrastructures like education, health, communication, drinking water, electricity, etc. Production of skilled human resources through skill generating and vocational training. Increment of employment opportunities.
