The upper house of federal legislature is called National Assembly. There is a Provision of 59 members in the National Assembly. 8 members from each province (7 province x 8 members) are elected by the Electoral College and remaining 3 members are nominated by the President on the recommendation of government. The tenure of the members of National Assembly Is 6 years.
- First time elected 56 members and 3 nominated members (total 59 members) will have to draw a lottery.
- Lotteries are drawn from among all the 59 members. 2 years is written in 1/3 (about 20), 4 years in next 1/3 (about 20) nd 6 years in rest of the lotteries.
- Whatever yera the drawn lottery has, the tenure of that member will be for the same years,
- when the tenure of 1/3 of the members is over in 2 years, then same numbers of members are elected from the same region and same process. However the tenure of the newly elected numbers will be six years. Similarly, other 1/3 members are replaced in the 4 years and the rest members are replaced in 6 years through the same process after their tenure according to the lottery is over.
No more lotteries are to be drawn from the second tenure onwards. - According to this system, the 1/3 members shall be continuously replaced in the regular internal of two years. So the post of the members of NAtional Assembly will never fall vacant. So it is called the permanent house.
