What were the reasons that constitution could not be promulgated by the constituent assembly-I? Mention them.

Reasons of failure of constituent assembly-I to draft the constitution:

Constituent assembly-I was formed after the election held on 28th chaitra, 2064 BS. It was dissolved on 14th Jestha, 2069 BS in spite of efforts of four years.

The causes of its failure to draft the constitution are presented below.

  1. Due to political instability.
  2. The political parties did not become responsible.
  3. The members of constituent assembly got involved in the dirty game of forming and dissolving the government. For instance: four different government were formed in the period of four years.
  4. There was no agreement because of more no of political parties in the constituent assembly.
  5. Foreign interference increased.
  6. Lack of public pressure and awareness in people.
  7. The people's elected representatives themselves seemed confused since it was the first practice to promulgate constitution through the constituent assembly in the history of Nepal.

Moreover, the political parties could not agree in four major issues of the constitution. The issues were state restructure, ruling system, election system and judicial system.
