Planned program prepared before launching any development works is called formulation of development proposal. Things (Steps) to be considered for formulation of development proposal are given below:

| 2. | Estimating and identifying the source of budget. | Decisions are made regarding the total budget required for the project. Discussions are held to identify the source of budget for it. |
| 3. | Agreement and contract | Written agreement is done with the donor and the local people for the fund and contractor for the completion of the work. |
| 4. | Supervision and evaluation | Regular supervision is done about the progress after the work is started. Evaluation is done after the work is completed and feedback is given. |
