Bases of state restructure in Nepal:

Geographical region/ Base |
The geographical region of Nepal had to be considered main base for state restructure. All the seven provinces had to be divided including all the three geographical regions i.e. mountain, hill and terai. But such base has been adopted only in provinces 1,2,3,4 and 7 in the present restructure. |
Social Base | It seems that state restructure has been done considering the residence of certain community or ethnicity. Province No 2 and 5 indicate this. Demarcation of state on the basis of ethnicity, language and community may create a great problem in the future. |
Economic Base | The seven Provinces of Nepal have been formed in a way that they have almost equal source of income. However, Province No. 6 (Karnali) seems to have less sources of income. |
Base of Territorial Integrity | Demarcation of state on the basis of ethnicity would have the possibility of ethnic/ racial conflict. That might even disintegrate the nation. Considering this fact, provinces have been divided so as not to affect our national and territorial integrity. |
