Hans christian Oersted discovered the magnetic effect of current. 

Hans Christian ; often rendered Oersted in English; 14 August 1777 – 9 March 1851) was a Danish physicist and chemist who discovered that electric currents create magnetic fields, which was the first connection found between electricity and magnetism.

The magnetic effect of electric current is known as electromagnetic effect. It is observed that when a compass is brought near a current carrying conductor the needle of compass gets deflected because of flow of electricity. This shows that electric current produces a magnetic effect.A magnetic field is a vector field that describes the magnetic influence on moving electric charges, electric currents, and magnetic materials. A moving charge in a magnetic field experiences a force perpendicular to its own velocity and to the magnetic field.
