Glucagon increases the sugar level in the blood by stimulating liver to convert glycogen into glucose. It works along with insulin to maintain sugar levels in the body.  The major effect of glucagon is to stimulate an increase in blood concentration of glucose.

The pancreas releases glucagon when the amount of glucose in the bloodstream is too low. Glucagon causes the liver to engage in glycogenolysis: converting stored glycogen into glucose, which is released into the bloodstream. High blood-glucose levels, on the other hand, stimulate the release of insulin.

Somatostatin regulates the secretion of glucagon and insulin. 

Somatostatin secreted from the δ-cell acts locally within the islets as a paracrine inhibitor of insulin and glucagon secretion.Somatostatin is a potent inhibitor of gastrin-stimulated acid secretion by activation of somatostatin receptor.
