Troposphere is responsible for the change in weather because cloud, rain, variation in temperature and pressure at different places, atmospheric content, pollution, etc are directly related to troposphere.
The uneven heating of the regions of the troposphere by the sun causes convection currents, large scale patterns of winds that move heat and moisture around the globe. As air rises, expands and cools, water vapor condenses and cloud develop.
